The Advisory Council of CABE Newsletter "Inclusive Transportation Around the World", comprises seasoned professionals from different continents, each bringing unique expertise in universal design, accessible transportation, and disability inclusion. Together, they guide the newsletter’s vision and ensure it remains a trusted global resource for inclusive mobility solutions. The position on the Council is honorary and is a recognition of the voluntary contributions of the individual to the CABE's newsletter.
Mr. Thomas E. Rickert (USA)
Honorary Chief Editor, CABE Newsletter
A globally recognized leader in accessible transportation, Tom Rickert is the founder and former Executive Director of Access Exchange International (AEI), which promoted inclusive transport worldwide for over three decades. He has worked with the World Bank, Inter-American Development Bank, and agencies in over 20 countries, and authored influential works such as Bus Rapid Transit Accessibility Guidelines and Mobility for All. At CABE, he continues his mission to share best practices in making transportation systems inclusive for all.
Ms. Amanda Gibberd (South Africa)
Director, Universal Design in Public Transport – South African Department of Transport
Amanda Gibberd leads the integration of universal design in South Africa’s public transport systems, monitoring accessibility implementation nationwide. With a background as an occupational therapist and a Master’s in Universal Access in Urban Planning, she played a key role in accessible transport planning for the 2010 FIFA World Cup. She works closely with government, professionals, and the disability sector to ensure the “travel chain” is inclusive end-to-end.
Ms. Janett Jimenez-Santos (Mexico)
Architect & Inclusive Design Consultant
An architect specializing in universal design, Janett Jimenez-Santos consults on inclusive public buildings, spaces, crossings, and transport. She has contributed to Mexico’s national accessibility standards and worked with international organizations on guides such as Bridging the Gap for inclusive school transport. Her work focuses on urban mobility and road safety, collaborating with disability organizations, women’s groups, and city planners to create safe and accessible cities.
Mr. T.D. Dhariyal (India)
Executive Director – CABE Foundation
With over three decades in the Indian Civil Service, Mr. Thakur Datt Dhariyal is one of the most respected figures in disability rights and inclusion in India. He served as Deputy Chief Commissioner for Persons with Disabilities for over 13 years, Advisor at CBM(India), and State Commissioner for Persons with Disabilities (Delhi), delivering landmark orders under the Rights of Persons with Disabilities Act. A passionate advocate, author, and trainer, he continues to shape policy, law, and practice for disability inclusion in India.
Mr. Subhash Chandra Vashishth (India)
Member Secretary- Advisory Council and Director – CABE Foundation
A lawyer, accessibility consultant, a developmental therapist and founder of CABE Foundation, Subhash specializes in accessibility law, universal design, and disability rights. He has advised ministries, universities, and corporations on accessibility standards, conducted nationwide accessibility audits both architectural and digital technologies, and represented landmark disability rights cases in court. His work bridges legal advocacy and on-the-ground accessibility solutions, making him a leading voice in inclusive infrastructure and policy development.
